Permanent Seat

Should the government go ahead with the nuclear deal or wait until India gets a permanent seat in the United Nations Security Council? The government of India should make it clear that India won’t sign the Nuclear Deal until the US offers a permanent seat in the United Nations Security Council! This agreement should be in written form by the US.
